In Genesis 1 God forms the spaces in Heavens and the Earth on days 1-3, then fills them with all kinds of creatures on days 3-6.
The pinnacle of which is Man, whom he forms from the dust of the ground, then fills with the breath of life.
Throughout the Old Testament God forms the Kingdom and in the New Testament God fills it with people from every nation tribe and tongue.
